1. HISTORY

 

 

The Chief Pleas meeting on the 17~. January 2001 formalized both the structure of the team and the mandate under which it should work. Instruction was also given to the requirement of a reasonably secure approximation of the completion costs for the whole project for Chief Pleas to consider before any final approval could be granted. The following is an interim breakdown to 3~. April and will be updated verbally to the assembly on 1 8~. April.

 

 

2. CURRENT SITUATION

 

 

Shortly after the last Chief Pleas the area project manager for Scandiahus Mr. David Thompson came to Sark for two days and had extensive discussions with members of the team about the then current situation. These meetings though constructive did raise some concern with regard the direction now being taken and the costs that may be incurred unnecessarily. The addition of the school and the rigid building and safety codes that apply to any such structure had to be considered carefully so a visit to two separate buildings in Guernsey were made to get a feel for the desired product. The Forest Primary School was of particular interest. Within the complex are a sports hall and more interestingly a swimming pool unit that is not far off the dimensions we require for our sports hall and externally well thought out layouts of c1assrooms. A second visit was made and the Guernsey States architect who was responsible for the project very kindly met us and explained various technicalities which had arisen and the solutions found, this information was invaluable as the 1atest outline drawings for our own project were assembled 1ater. On this 1ast visit a meeting was held with Mr. Dudley Jehan who is currently the managing director of Norman,Piettes and his team who are helping with material logistics and sourcing and arc extremely supportive of this project, also Dorey, Lyle & Ashman, construction engineers, who have given invaluable advice. This was followed shortly after by an arranged visit to Sark and a site inspection by Mr. Andy Hall managing director of RG.FaIIa Ltd.. He is currently assisting the transfer from outline drawings to detailed costing through his own resources. This information is expected shortly and will hopefully be available on the 1 8~.

3. PROJECT MANAGEMENT

The team meet every Monday at 5 p.m. and review any information pertinent to the project. We constantly seek advice, technical and otherwise with regard not just the structure of the new building but also the many complications of trusts that control the uses of 1and or buildings that will eventually have a bearing on the funding of the project.

4. ADDITIONAL FUNDING TEAM

The funding segment of the team have made some progress and are of the opinion that some good results will materialize, however it has become apparent that charitable donors are not willing to fund any project which is connected to a government body, which Chief Pleas is, so some solution to this particu1ar hurdle must be found.

5. TITLES & DEEDS

It has become fairly obvious over the 1ast few weeks that the various lands and buildings that are an integral part of this project funding jigsaw are extremely fragmented with an array of trusts and conditions that are both complicated and outdated. A11 of these areas are of great importance to the eventual success of this project and Chief Pleas must address the whole concept that now exists and come to a firm decision as quickly as possible for the common good. It would be very difficult for any reasonable discussion on this particu1ar area to be kept short and Chief Pleas need time to consider all implications and possible solutions.

6. RECOMMENDATIONS

That Chief Pleas continue to support this project into the irnmediate fixture until such time that more accurate costing can be introduced and presented to Chief Pleas.

That Chief Pleas seriously consider that any funds arising from the disposal of assets, i.e. existing hall and schools, would be channeled into the project.

That Chief Pleas consider meeting informally at the earliest opportunity to discuss a solution to the funding situation when more information is available.
